Code from VBPJ Article "Name That Language"
Have you ever had a text file whose language was uncertain? By using the new (and hidden) functionality of Jet 4.0's text IISAM, which uses the MultiLanguage object from Internet Explorer (MLang), you can have the text file's code page be guessed for you! The April 2000 Black Belt column in VBPJ covers the use of this interesting functionality, along with lots of extra bonuses involving displaying cross-codepage text and choosing fonts properly. You can get the code from here, and I highly recommend picking up the article from VBPJ for the full information on using the sample.
